Attorney Richard D. Hayes  is a graduate of Texas Christian University, where he earned his Bachelor of Business Administration degree in 1975, and Texas A&M University, where he earned his Master in Business Administration degree in 1976. Mr. Hayes then went on to receive his law degree in 1978 from St. Mary's University School of Law in San Antonio, Texas.

His legal areas of expertise include real estate, construction, government, condemnation, and civil trials. He is licensed to practice in the Supreme Court of the United States of America, all Texas Courts; the Courts of Appeal for the 5th and 11th Circuits, and the United States District Courts for the Northern, Eastern, Southern and Western Districts of Texas. He has been Board Certified in Commercial and Residential Real Estate Law by the Texas Board of Legal Specialization since 1987.

Mr. Hayes is a member of the State Bar of Texas, in both the Litigation and Real Property Sections. He is a member of the Denton County Bar Association, where he served as president from 1994 to 1995. He is also a member of the National Association of Parliamentarians. From 1978 to 1979, he served the Chief Judge of the United States District Court for the Western District of Texas as a briefing attorney. Texas Monthly has named Mr. Hayes a Texas Super Lawyer in 2004, 2005, 2006 and 2007.

He was the County Chairman of the Denton County Republican Party from 1996 to 2002, the Chairman of the Board of Directors of the Denton Chamber of Commerce from 1994 to 1995, and was President of the Denton Kiwanis Club from 1993 to 1994. In 1996, he was appointed by the Honorable George W. Bush to serve on the Texas Woman's University Board of Regents, a position he held until 2002. He has served on the Boards of Directors for the following organizations: Denton County Elections Commission, North Texas Savings & Loan Association, and Jefferson Heritage Bank and Mortgage Corporation. Mr. Hayes has also served on the Texas Special Olympics' Organizing Committee for its 24th and 25th Annual State Olympic Games, as well as the Project Cabinet for Vision for Denton--The 21st Century.

Currently, Mr. Hayes is the President of the Oakpoint Water Control Improvement District No. 1 Board of Directors. He is Vice President of the Denton County Pachyderm Club. From 2007-2008, he will be serving as the Treasurer of the Texas State Association of Parliamentarians, in which he also holds membership. He is on the North Texas State Fair Association's Board of Directors and the Board of Directors of Boy Scouts of America's Longhorn Council as this years Council Commissioner. He is also Scoutmaster of Troop 140 in Denton, Texas.
